Who should keep our streets clean?

Today, I saw something that made me smile. A local senior citizen was walking down the street with her shopping bag, no doubt heading to the grocery store. I saw her stop, pick up some paper and a can, that was littering the street. She then walked to a bin and placed the items in it.

This is not the only person in my neighborhood whom I have seen doing this. My family do this all the time, but we are the few that actually make an effort to keep our streets free from trash and weeds. Yes, I know, that in Belgium we pay a high tax and it is felt that the Commune can at least keep the streets clean. There is so much pull on all government agencies for funds – surely we can all do a little to keep our community tidy.
